YouTube comment section was in a mess. A long list of comments, badly organized, with few basic moderations, and there was no way to follow the conversation. Thanks to the update, the things will be a lot better.
Now, by default, at the top you'll see comments from people in your Google+ Circles, video creators and popular personalities.
Example: If Peter Jackson wanted to comment something about The Hobbit trailer, his comment would automatically go somewhere on the top of the list. Those comments who get a lot of likes and replies will also be near the top, and the change is in the ''Newest First''. This option allows you to see the newest comments that still haven't had the chance to get likes and replies.

Replies are threaded, and you can report any comment for spam or abuse. Video creators also have a special set of tools for comment moderation: they can remove a comment, report it for abuse or ban the user from a channel.
As the time passes, we will be able to see if Youtube - Google+ mashup is a success, but it really looks as something useful and easier for all. Google+ still isn't the giant as it was expected, but this kind of campains and work can only help to it's further promotion.
One final thing I'm sure you’ll want to know about is some of the new moderation tools, mainly the ability to filter out certain unwanted words from being published in the comments section of your video.
